how does virustotal work? is it used to make Windows not overly superstitious over .exe games?

Oh, you simply upload the .exe to virustotal here; https://www.virustotal.com/gui/home/upload
It checks with the libraries of several antivirus engines to make sure the executable file is safe. Get the URL to the report it generates and you're good to go.
